The issue is usually caused by the Payment Method being used. If you log into your PayPal account and associate a major credit card such as "Visa, MasterCard or AMEX" and make it the default payment method it usually works just fine. When using a bank account or visa\debit it usually fails.

Also, the Chrome web browser seems to have less issues when using PayPal.
